Ninjas are plaguing The City with a vengeance! The Tick stumbles upon a rooftop melee between an angry mob of incredibly inept ninjas and the young female ninja formerly known as Oedipus. What do the ninjas want with Oedipus? Who is the mysterious District Manager? And what is Ninja World?
