The Secret Revealed!
As it turned out, ShadowHawk is ex-district attorney that went mad as he saw criminal after criminal set free on technicalities, and took to the streets to administer law in a way the legal system can’t. Obviously, he never believed in capital punishment, because he never kills; but the punishment he administers is often just as effective.
Story/Spoilers
In issue #1, “The Shadow of the Hawk”, It has been six weeks since ShadowHawk took a savage beating from the Savage Dragon but he returns to the streets because a new vigilante has taken a modified version of his name and begun a series of racially slanted killings. Instead of finding Hawk’s Shadow, however, ShadowHawk has a confrontation with Vendetta’s team of Regulators.

Next in issue #2, “The Secret Revealed!”, ShadowHawk tracks down and battles the violent vigilante whom he inspired. When Hawk’s Shadow begins to spout racial slurs, ShadowHawk finally takes off his mask and reveals himself to be Paul Johnstone, an African American man. The police call in a bounty hunter to take down ShadowHawk.

Finally in issue #3, “Like Lambs To The…”, The police have hired a bounty hunter to come in and capture ShadowHawk but their intel is bad and Slaughter goes after Paul’s friend, Christina. When the real ShadowHawk shows up, Slaughter gets the drop on him but decides to let him go because he approves of the hero’s brutal treatment of criminals.
