While out on patrol looking for the Tarantula and seeking to rescue Chancellor Gorman, Spider-Man saves an old man from a mugging. Meanwhile, the Tarantula revives after being knocked out by his mysterious employer and is about to escape when he is attacked and knocked out again by said employer, who reveals himself as a new costumed criminal known as Lightmaster. Lightmaster then decides to deal with the situation on his own. Spider-Man sneaks back into his apartment when he realizes that Flash and Glory are there, and changes back into Peter Parker and pretends he was sleeping in his room. When they go out for a meal, Flash recognizes one of the waitresses as Sha Shan. As he tries to talk to her she flees and the owner tells them to leave his business. Outside Flash parts company, and Peter suddenly leaves Glory by herself to wonder what’s wrong with Flash. Having seen a flash of light at city hall, Peter changes into Spider-Man to check it out. He arrives just in time to see Lightmaster trying to kidnap City Controller Goldin. Spider-Man tries to stop the new villain but is bested by his light powers and his eyes are injured as a result. The next day, Peter checks out information on the kidnapping at the Daily Bugle where he realizes who Lightmaster is. Traveling to Edward Lansky’s home, Peter realizes the truth: that Lansky is Lightmaster. Their fight takes them across the city, where Spider-Man lures Lightmaster into the Palace Theater.

At the Palace Theater, Spider-Man tricks Lightmaster into shooting his light beams at the electrical grid of the theater, causing his costume to short out and render him unconscious. Later, free from prison, Lightmaster has hired the Enforcers, now joined by Ronald Bloch, the brother of the original Ox, to help him destroy Spider-Man, in revenge for his defeat at his hands and the fact that he is now an unstable light being. Meanwhile, Peter Parker has returned to New York City, and has an excuse for J. Jonah Jameson as to why he didn’t take pictures of Spider-Man’s battle with Ice Man in Los Angeles. While at the Coffee Bean, Flash Thompson reads a letter from Razorback to Sha Shan, and Hector Ayala and Holly Gillis have a date there as well. Their evening is interrupted when the Enforcers arrive and take everyone hostage in hopes of bringing Spider-Man out. When word gets to Peter, he changes into Spider-Man and goes to the rescue. Spider-man confronts and battles the Enforcers.

Writer: Bill Mantlo
Artist: Sal Buscema
Inker: Mike Esposito
Colorist: Don Warfield
Letterer: Irving Watanabe
Editor: Jim Shooter
Cover by: Ernie Chan
Spider-man battles the Enforcers. Even with the added strength of the new Ox, the Enforcers are easily defeated by Spider-Man. After Spider-Man’s battle, Hector tells the authorities and the press that their rescue was thanks to Spider-Man. Watching this interview on his television, Lightmaster vows to destroy Spider-Man himself. As the police try to find out who employed the Enforcers to hold patrons of the Coffee Bean hostage to draw out Spider-Man, Spider-Man himself listens in to learn what he can about the situation as well, however it gets nowhere. Meanwhile, Lightmaster — the employer in question — reviews the news coverage of the Enforcers defeat and incorrectly deduces that Hector Ayala is Spider-Man and decides to go out and capture him. This happens in front of Peter Parker, and Holly Gillis on the ESU campus, and regardless of Peter’s efforts to prevent it, Lightmaster captures Hector and escapes. As Flash takes Holly to Sha’s place, Holly gives Peter, Hector’s amulets. Peter recognizes what these amulets are, and deduces that Hector is the White Tiger. As Spider-Man, Peter tracks down Hector, Lightmaster sets up TV cameras where he “exposes” Hector as Spider-Man to everyone watching and is about to destroy him when Spider-Man arrives and secretly gives Hector his amulets. Hector changes into White Tiger, revealing his identity to the viewing public, causing Holly to hate him. With the help of Spider-Man, he battles Lightmaster.

While Spider-Man and the White Tiger fight the Lightmaster, he overtaxes the power supply and causes a blackout, which is what has been keeping his energy form cohesive, without power to keep him sustained, Lightmaster passes out. Elsewhere, the Scorpion has been wandering the sewers of New York, he finally decides to get revenge against J. Jonah Jameson, who he blames for making him a monster. While Spider-Man returns home to his apartment changing into his civilian guise just in time to catch Mary Jane. The two talk about Mary Jane’s declining Peter’s proposal for marriage, and the two talk about their feelings before visiting Aunt May in the hospital. Elsewhere, Hector and Holly try to have a night out, however Hector’s new found popularity now that he’s publicly revealed his identity as the White Tiger causes friction between the two prompting Holly to leave Hector with his legion of fans. Meanwhile, the Scorpion has tracked down the lab where he originally got his powers, and uses the devices to revitalize himself so that he can get revenge on J. Jonah Jameson. He attacks the Daily Bugle building when Peter Parker is there looking for a new assignment. While everyone is focusing on the Scorpion, Peter manages to slip away and change into Spider-Man and battle the Scorpion. After a lengthy battle, Spider-Man learns that the Scorpion is there because he blames Jameson for making him into a “monster”, Spider-Man fights him to a standstill and unmasks the Scorpion to show him that he still is human. With the battle over, Spider-Man turns over the Scorpion to the police and leaves the scene.
